比率（12:16=3:4など）を英語で何という？

3:4は英語で three to four または the ratio of three to four といいます。ただし前者が一般的です。

A:B → A to B

12:16 = 3:4 は次のようにいいます。

Twelve to sixteen is the same as three to four.
